
Arizona surprises people. There is no coastline and no hurricane season, and homeowners here still pay well above the national average — and have watched premiums climb faster over the last three years than almost anywhere in the country.
The average Arizona homeowners premium now runs around $3,415 a year against a national average of roughly $2,490. More telling than the level is the slope: the Consumer Federation of America found Arizona homeowners absorbed a 48 percent increase over three years, more than $700 per household.
Two perils drive it. Monsoon-season hail and straight-line wind produce a high frequency of moderate roof and vehicle losses, and wildfire in the wildland-urban interface north and east of the metro areas is increasingly what decides whether a carrier will write at all rather than simply what it charges. Construction cost inflation sits underneath both, because it raises the price of every claim.
Arizona is also one of the states with no FAIR Plan. That matters more than it sounds: in California or Florida there is a last-resort mechanism to fall back on, and here there is not. If the admitted market declines a property, the fallback is the surplus lines market, which is less regulated on both price and form.

Surplus lines is a legitimate answer to a hard risk, but the coverage terms vary far more than an admitted policy and are worth reading closely rather than assuming.
