The most common thing we hear from California homeowners is some version of "nobody will write me." For a stretch of 2023 and 2024, that was often true. It is decreasingly true now, and the gap between what people believe about the market and what the market is actually doing has become the single most expensive misunderstanding in California property insurance.
California's Sustainable Insurance Strategy allows carriers to use forward-looking catastrophe models and the net cost of reinsurance in their rate filings — provided they commit to writing a meaningful share of business in wildfire-distressed areas. That trade, capacity for pricing tools, is what reopened the door.
Mercury took the first approval and committed to tens of thousands of new policies including in wildfire areas. CSAA is running a FAIR Plan depopulation program. Farmers removed the monthly policy cap it had imposed. Travelers announced participation in April 2026, the first top-ten carrier to commit since the January fires.
Carrier appetite is not a statewide switch. It is a set of underwriting boxes defined by parcel-level risk score, roof age and type, distance to a responding fire station, and documented mitigation. Two houses on the same street can land differently.
The practical consequence is that being declined in 2023 tells you almost nothing about whether you are writable in 2026. Underwriting boxes changed. Yours may not have.
There is no mechanism by which the insurance market notifies a FAIR Plan policyholder that the standard market has reopened to their profile. The FAIR Plan will not tell you — it simply renews. Your prior carrier will not tell you — you are no longer their customer. A captive agent cannot tell you, because they can only offer their own company's answer.
The only way to find out is for someone to re-shop the file against current appetite.
