What a Citizens takeout offer actually means

Depopulation offers are not junk mail. Ignoring one is a decision, and it can end your eligibility to stay.

If you hold a Citizens policy in Florida, you have probably received a takeout offer — a letter saying a private carrier is willing to assume your policy. Many people set these aside assuming they are advertising. They are not, and treating one as junk mail can cost you the choice entirely.

What depopulation is

Citizens was built as Florida's insurer of last resort, and it grew to roughly 1.4 million policies during the hard market. It is now down to about 278,000 as private carriers have returned. Depopulation is the mechanism: approved carriers select blocks of Citizens policies and offer to take them over.

The part that surprises people

Citizens eligibility depends on the private market not offering comparable coverage at a reasonable price. When a takeout offer falls within a defined threshold of your current Citizens premium, accepting is not merely encouraged — declining can end your eligibility to remain with Citizens.

That is why the letter matters. The decision is yours, but not deciding is itself a decision.

How to evaluate an offer properly

  • Financial strength. Not all takeout carriers are equally capitalized. This is worth checking rather than assuming.
  • Actual coverage terms. Compare the hurricane deductible, the roof settlement basis, and any new exclusions — not just the premium line.
  • Total cost of the program. Citizens policies are often paired with separate wind or flood coverage. Compare the whole structure, not one piece of it.
  • Service and claims handling. The premium is what you pay. Claims handling is what you bought.
